CFSA Fails to Protect DC

Read the Washington Post article about the DC Child Protective Services — CPS (known as Child and Family Services (CFSA)) — misdeeds in the Caplan case, where a former CNN publicist’s kids were improperly evaluated at Children’s National Medical Center, and the CFSA, and taken away from their parents around labor day 2007 (http://truthinjustice.org/caplans.htm).

The article describes how Dr. Roque Gerald urged that the CFSA to restrain its power in investigating abuse of children in Washington DC. (Only then to become the new CFSA director). However, the restraint directive in practice only really applied to Ward 3, where CFSA’s rate of finding abuse in DC’s Ward 3 (where the Caplan’s lived and a Mayor Fenty stronghold; and whose Councilmember is Mary Cheh) precipitously dropped to zero for the entire year of 2009, and was significantly reduced in 2007 and 2008. In 2009, it was exposed in a public hearing that CFSA was biased in discriminatorily restraining its child abuse investigation power in certain zip codes of the city. After this flagrant discrimination was exposed in a hearing before Councilmember Tommy Wells, the incidence of finding abuse in Ward 3 returned to rates comparable to the other Wards of Washington DC in 2010.

The Caplans have filed a lawsuit against Washington DC for millions of dollar in Washington DC Superior Court.   Let’s hope that Washington DC’s new Mayor Vincent Gray cleans house and gets rid of Dr. Roque Gerald (with his known record of sexual indiscretions when he practice in Virginia), and his top staff who have been disasters for abused children in Washington DC.  Certainly, Washington DC has better talent for these important jobs.
